The owners incorporated their years of experience in large engineering firms to create a more personal, customized, and streamlined method of designing, coordinating, and implementing civil engineering projects. Experience: Includes over 27 years experience in project management, design and construction management for numerous projects in the private and public sector. Projects range in size from design and inspection of water treatment facilities, water system network analyses, water storage tanks and booster pump stations, water and sewer line extensions, design and inspection of sewage lift stations, to design and construction management of multi-million dollar water and wastewater treatment facilities. Also served as district engineer for several Municipalities and Special Districts around Colorado including; Granby Sanitation District, Three Lakes Water and Sanitation District, Town of Grand Lake, and The Town of Lochbuie.
Recent projects of interest include:
While with another consulting firm, Mr. Enochs completed several projects with the National Park Service. Projects include site development for the Grand Marais, MN Lakeside Visitor Center. This project was located on the shore of Lake Superior and required treatment of storm water prior to it entering the lake.
Another National Park Service project of interest was located in the Fossil Butte National Park. This was a drinking water supply project which included the development of an existing spring, storage and a distribution line to the newly constructed visitor center.
Mr. Enochs also designed several miles of sanitary sewer line for the DOE at Rocky Flats, Jefferson County, CO
Other experience includes design, design supervision, and construction management for numerous natural gas and oil pipeline projects. Mr. Enochs was responsible for up to 40 pipeline construction inspectors overseeing construction of 450 miles of pipeline over a period of 2.5 years in northern New Mexico. He also acted as construction manager for a four-mile turnkey natural gas pipeline through a residential area in Lorain, Ohio. Responsibilities for this project included construction coordination, public relations, scheduling, and materials ordering and handling. This was the State of Ohio’s first natural gas by-pass pipeline.

Mr. Richmond’s experience includes 30 years of experience in design and surveying of numerous projects for the private and public sector. Projects range in size from small sewer line extensions to design, construction staking and construction management of water and wastewater treatment facilities, roads and over-lot grading for multimillion-dollar developments, and control networks for aerial mapping. He also served as district engineer for the Three Lakes Water and Sanitation District.
Mr. Richmond’s experience also includes preparation and review of preliminary and final plats for land development projects. Mr. Richmond is also responsible for performing boundary surveys, preparation of easement descriptions, construction staking for several large projects, and mapping of piping networks.
Diamondback Engineering and Surveying Inc. offers surveying services utilizing both GPS and conventional survey equipment. This equipment can be used for preparing as-builts for existing appurtenances or staking proposed facilities.
While with another firm, Mr. Richmond worked on several federal projects. National Park Service projects included land surveys for employee housing at Rocky Mountain National Park and Sand Dunes National Park, Angel Creek Campground in the Grand Canyon, and surveyed for the Visitor’s Center at Zion National Park in Utah. Other federal work included Construction Management for a major sewer line replacement at Rocky Flats for the DOE.
Project steps:
1. We meet with you and discuss your needs, desires, and dreams.
2. A conceptual plan is developed.
3. At the appropriate time, we discuss the concept with the governing agencies and
get their input and buy in to insure that we are moving forward in an appropriate
manner. This step can save the time, money and energy that can be wasted without
early involvement of the governing agencies.
4. We agree on a project approach and budget.
5. Diamondback provides the site survey, locates all existing features, develops a
digital site plan and a preliminary engineering design.
6. We review the design with you, incorporate your comments and adjustments and
review the final design plan.
7. Diamondback reviews the plans with the appropriate governing agencies. We
coordinate all communications with the agencies, handle the comments and any
necessary resubmitting of plans.
8. Once approved, we work closely with you through the construction and the
building of your project.
